ESCO group ltd was founded in 2012 by Tech and IT experts as a response to growing market demands in the area of energy saving and energy efficiency. In project development, ESCO Group relies on internal and external expert teams in the field of technical sciences and economics. The core business was consulting, development and management of projects that included the preparation of projects under the public-private partnership and the EPC model.
Today the core business is IT software development. At the end of the 2016, a new direction has been set up with the main goal to realize our own projects in the field of IT and IOT technology. Until today, the company has delivered several different custom made systems for different customers. The strength of the company lies with its employees and partners, capable of solving each problem and delivering the best service or solution to the customer.

Big data GIS

Platform Big Data GIS is an information system for spatial planning of local governments in terms of sustainable development and allows the integration of various categories of data with spatial dimension of local government. Big data platform is based on GIS as a web application and it is currently in the development stage and will be delivered to customers at the SAAS - Software as a service delivery model. In this model the user does not need to purchase hardware or software components, but it is a platform always available via the Internet. Big data GIS is structured in the following groups:
- data about space using (spatial plans, particles, buildings in the area)
- data about municipal infrastructure (public lighting, telecommunications infrastructure, energy, roads, railways, water supply, sewerage and drainage, gas, pipeline, waste management system, public areas, cemeteries)

Investment Support for Smart Cities and Islands in Europe

The European Investment Bank and the Ministry of Regional Development and Funds of the European Union of the Republic of Croatia organized a day-long conference on smart investments entitled "Investment Support for Smart Cities and Islands in Europe", held on June 17, 2019 in Arsenal, During the last decades, the number of European cities has increased, and their economy has progressed significantly more than the rest of Europe. 

Cities have become centers of true market competition, trade and providing top-notch services. However, cities are also faced with difficult challenges, such as social exclusion, budget cuts, and environmental pollution. The foreseeable increase in urban population in the coming decades will further emphasize opportunities and challenges as a model of successful urban regeneration. 

The conference is an incentive for the development of smart cities and smart islands through discussions involving prominent experts, detailing how smart investments can respond to existing infrastructure shortages and enable innovative project solutions. 

A new investment platform for smart cities and smart islands in the Republic of Croatia was presented at the conference. Discussions will also cover the topics of smart city initiatives, investment platforms, financial instruments, including the possibility of combining them with grants, project preparation, advisory services, technical assistance and new sources of funding.

Financial modelling and PPP in smart cities and islands projects

Financial modelling and PPP in smart cities and islands projects. 
How to prepare, procure and contract sustainable smart street lighting projects? 

In cooperation with Centre for Support to Smart and Sustainable Cities, University of Rijeka, ESCO Group Ltd. develop a deterministic complex financial model which simplifies public procurement process for PPP projects and also can be used in ESCO projects. 
Our aim is to create an integral system for assessment of profitability, liquidity and bankability of smart street lightening projects. This project will contribute to effective and transparent procedure of procuring private partners in PPPs or in EPCs to public clients. We hope that this project will increase confidence in PPP model of procurement in Republic of Croatia. 


The project was co-financed by the European Regional Development Fund (Operational Program Competitiveness and Cohesion 2014-2020).

The new LED public lighting in the municipality of Kostrena is co-funded by EU sources

The public lighting of the Municipality of Kostrena is under way. The Municipality of Kostrena is the first local self-government unit in the Republic of Croatia that has implemented the procedure for obtaining an energy efficiency implementation in public lighting under the PPP model, thus ensuring the reconstruction without using own resources from the budget, with additional current savings in the budget.

In the restoration of public lighting, the private partner has to implement the energy efficiency measures in the optimum way, to get the most modern, reliable and most efficient LED technology with the automatic control and management system of each individual lamp at the lowest cost, and to renew part of the public lighting columns and billing points.

Such energy efficiency projects are co-financed by different institutions through EU funds.

The Municipality of Kostrena is the first municipality in the Republic of Croatia to succeed in obtaining a public sector grant from WeBSEFF program for the purpose of reducing project costs.

WeBSEFF is a financial program under which the European Bank for Reconstruction and Development (EBRD) provides credit lines through partner banks in the Western Balkans, providing further lending to businesses and local self-government units that want to invest in energy efficiency and renewable energy sources. Local government units, ESCO companies, utility service providers and public property owners through the WeBSEFF program provide funding up to EUR 2.5 million.

Eligible projects receive non-refundable financial incentives that are calculated as a percentage of the loan amount. The incentives are paid after successful completion and verification of the project. Local government units can get incentives between 10% and 15% of the loan amount while the percentage of incentives is based on the impact of the project on the environment that is expressed through the reduction of CO2 emissions. The financial incentives from this program can be combined with incentives from national sources such as the Environmental Protection and Energy Efficiency Fund.

The Republic of Croatia currently participates in the implementation of this program by Zagrebačka banka d.d., Erste banka d.d. and Privredna banka Zagreb d.d.

Preserving energy is the future

The ESCO Group held a presentation about EU funding options that can be used for all projects that use LED lighting. After the presentation, a panel discussion was held, featuring many solutions and ideas that can be implemented in future projects.

Conference Combining European Structural and Investment Funds and Public Private Partnerships

As part of the project "Combining European Structural and Investment Funds and Public Private Partnerships", the Agency for Investments and Competitiveness as a Customer Institution, together with the ESCO Group Holder, organized an international conference on 11 April 2017. at the Westin Hotel in Zagreb.

The aim of the conference was to present to the interested public the public-private partnership as a form of contractual relationship between the public administration bodies and private sector entities with the aim of implementing infrastructure projects for the purpose of providing public services, while the target groups were interested in central and local level institutions, local self-government, relevant EU institutions and international and domestic advisory firms and financial institutions.

Mr. Damir Juričić, Deputy Director of the Agency for Investments and Competitiveness, Mr. Anton Kovačev, Head of the EIB Office in Zagreb and Mr. Velimir Žunac, State Secretary, Ministry of Regional Development and European Union Funds, addressed Mr. Damir Juričić, Deputy Attorney at the introductory address.

Following their introductory remarks, Mr. Edward Farquharson, Chief Advisor, EIB / EPEC on "Combining Private Capital and EU Resources", and Robert Pernetta, Financial Instruments Advisor, EIB, on Financial Advisory instruments ".

In addition, a panel discussion was held under the title "New Financial Perspectives in the EU - Public Private Partnership, Structural and Cohesion Funds, Financial Instruments", whose moderator was Mr. Zvonimir Savić, Croatian Chamber of Economy, Director of the Financial Institutions Sector, business information and economic analysis, while the participants in the panel were Mrs. Vedrana Jelušić Kašić, Director of Regional Office, EBRD, Ph.D. Julije Domac, Director, Northwestern Croatia Regional Energy Agency, Mr. Robert Pernetta, Financial Instruments Advisor, EIB, Edward Farquharson, Chief Advisor, EIB / EPEC and Chief Financial Officer. Saša Drezgić from the Faculty of Economics in Rijeka.

At the end of the panel discussion the results of the project were presented by Dr. sc. Damir Juričić, Deputy Director, Investment and Competitiveness Agency and Mr. Goran Justinić, Mag.Eng., ESCO Group d.o.o. The workshops were intended for public contracting, teams involved in the preparation of public infrastructure projects, the private sector and other interested parties. The aim of the workshop was to acquaint participants with key project results related to the methodology and tools for better project preparation for this model. As part of the workshop, a case analysis of "COMBINED FINANCING IN THE ENERGY EFFICIENCY AND WELLNESS TOWN PROJECTS" was presented by representatives of ESCO Group d.o.o.

International Conference Combining European Structural and Investment funds and Public Private Partnerships

Within the EU co-financed project “Combining European Structural and Investment funds and Public-Private Partnership” the Agency for Investments and Competitiveness (beneficiary) and ESCO group ltd. (contractor) are jointly organizing international Conference to be held on 11th April 2017 in the Hotel Westin, Zagreb.

Public sector representatives, particularly local governments, financial institutions and private investors as well are most welcome. The presenters are prominent experts in the field of public finance, EU funding, Public Private Partnership, public accounting and budgeting, etc.

The Conference will present the form of contractual relationship between the public authorities and the private partner to implement infrastructure projects and/or to provide public services. Combining public and private partners and contracting service delivery standards will provide greater efficiency, better access to capital and better compliance with a series of regulations. Combination of EU grants, financial instruments and private capital, within the Public Private Partnership arrangements, assure the high co-financing and efficiency of public projects. It is especially important to point out the fact that the understanding of the opportunities that will be presented at the conference is necessary for the exploitation of existing and new European initiatives such as the European Fund for Strategic Investments (EFSI).

Participation at the conference is free of charge. The simultaneous interpretation will be provided for participants.

Development index at Ministry of Regional Development and EU Funds

In cooperation with the competent services of the Ministry of Regional Development and EU Funds, ESCO group developed web application in the Cloud for calculation and visualization index of development. Application was presented at Ministry office, headed by Minister mr. Tomislav Tolusic on 27 July 2016. 
Main goal of this project was to visualize existing model of development index, calculating new model, and displaying data for comparing existing and new model. 
The application is designed as a solution in the Cloud with the ultimate goal of providing professional support to Ministry services in the implementation for regional policy and the implementation for the analysis and evaluation of data and indicators related to the quantification of development for local regional, local governments and towns in Croatia. 
Ultimately, the primary objective of this project was to provide a tool for experts who will be able to calculate new development index using selected data / parameters and to perform preliminary analysis.

ESCO group ltd completed the development project smart public lightning

The main goal of the M & V automation system automation project is to develop an automated system of public lighting control. Smart public lightning (SPL) is a system intended for installation on buildings of public lighting. Its basic function is to implement M & V system parameters in real time. As such, the following functionalities should be provided to users: Spatial GIS overview, Schematic view with measurements, Real-time measurements, Chronological event recorder and alarms, Archiving energy data, Database, Detection and fault detection, System management, Monitoring and monitoring of maintenance activities, Control quality of electricity, system status reports, reports on measurement and verification of savings, reports on delivery of standards.
Today's automated systems for measuring and verifying savings should be created in new computer languages such as HTML 5 technologies, compatible with the high degree of integration and unification present in the IOT concept, and use cloud solutions. Cloud computing solutions allow the user to have control over the system and processes that are being monitored at any time. Such solutions are simple and user-friendly. At SPL, the programming languages that were used are PHP and Javascript with Jquery library.

2nd Annual Development and Finance Conference held

16th and 17th March held the 2nd Annual Development and Finance Conference on Financing the Projects of Social and Economic Development of Croatia from the EU FUND By the representatives of the ESCO Group d.o.o. the possibility of combining private capital and EU funds in infrastructure projects and projects is highlighted. efficiency. The company deals with consulting and can assist the public sector in the implementation of such projects. Private investment in public property enables growth without borrowing and increasing public debt. This is the future and the real step in the direction of emerging from the crisis.

Workshop Implementation of PPP model in public building renovation projects

Organized by the Agency for Investments and Competitiveness, on 03.07.2015. a workshop was held in the City Hall of the City of Rijeka on the topic "Application of the PPP model to delivery of energy efficiency projects in public lighting and energy renewal of public buildings within the concept of smart cities". Damir Juričić, Deputy Director of the Investment and Competitiveness Agency, opened the program with the presentation "Regulations, Documentation, Preparation and Implementation of EE Projects under the PPP Model". His presentation contained the basics and acquaintance with the project preparation and implementation process itself. Below are some practical examples that Goran Justinić, ESCO Group d.o.o. on the topic "A Practical Example of PPP Project Preparation of Low Value in Public Lighting" and Saša Marenjak, Director of PPP Centers d.o.o. which, for example, clarified the preparation of the PPP project in energy renewal of public buildings.
